Gets the speed limit on a link for a vehicle whose specifications are in the
VehicleSpec of this Route. Only supported in local mode.

Return Value
Type:
DoubleThe speed limit that applies to the
VehicleSpec of this Route when traveling
along the specified link.
Exceptions Remarks
A speed limit is defined as a single-link constraint that applies to the specified link
and that is valid for this Route's
VehicleSpec. If no such speed limit applies, then
the link's posted speed limit is returned. If the data for the link does not contain a
posted speed limit then -1 is returned.
If the route travels in both or neither direction along the link, then constraints in both directions will be considered.
